Rules of Procedure for the GlamerVelt Court
The meeting will commence upon the Moderator calling the Court to order.
The Moderator will then introduce him/herself, the Council, and the Elder
to the Gallery in attendance. The Moderator will give a brief opening
address to clarify the scope of the meeting and summarize the issues to
be discussed, or direct another to do so, if appropriate.
One the court has been called to order, NO ONE shall speak unless they
have the floor, as directed by the Moderator. The Council and Elder
may speak briefly at any time to request the floor or address a comment
or question. Others should use the following conventions to request
the floor.
Enter "." to signify that you wish to make a comment on the matter at
hand.
Enter "!" to signify an urgent objection to the matter at hand.
Enter "?" to signify a question to be posed of the current speaker.
To question someone other than the current speaker, type "? (elf's name)".
If a Councilor or the Elder wishes to respond to a question or comment
immediately, they can enter "^". The Moderator will recognize the
Councilor or Elder as soon as possible.
The Moderator will give the floor to elves by speaking their name.
Elves are asked to keep their comments concise and polite. Relinquish
the floor after your comment or question by entering a blank line. If,
when given the floor, you find your comment or question has already been
addressed, simply say "Pass" to relinquish the floor and move on.
Blatant failure to adhere
to these rules will result first in a warning, followed by eviction from
the Meeting if the problem persists.
Section II - Motions and Voting
Any elf can call for a vote
on an issue at hand. Any motion must be seconded by a Councilor.
If no Councilor is willing to second a motion, it fails immediately. The
Elder may, at his/her discretion, call for more statements or debate on
a subject before the vote is called. Similarly, the Elder may call for
an end to debate if it has drawn on longer than is appropriate.
If the call for a vote is
seconded, a voice vote will be taken, generally an "Aye" or "Nay", nothing
more. The majority vote will carry a motion. The Elder does
not cast a vote.
In case of a tie, the Elder may choose to either cast a vote to break
the tie, re-open the matter for further discussion, or postpone the vote
for a subsequent meeting.
Once the scheduled topics
have been discussed, the floor will be opened to new business. These
issues will be addressed, scheduled for future meetings, or passed on at
the Elder's discretion. A motion to close the proceedings may be made subsequently.
The Elder may give a brief closing address, followed by the Moderator stating
that "The Elven Court is Adjourned." All may remain to freely converse
if they so choose.
